This White Paper is placed under the inspiration of the Royal Guidance of His Majesty King Mohammed VI, may God assist him.
Since acceding to the Throne, the Sovereign has made the Moroccan community established abroad a full and integral part of the Nation. The guidance gathered below traces this constancy: the recognition of full and complete citizenship, the progressive construction of institutional representation, the preservation of dignity and rights in host countries, and the mobilization of expertise in the service of the Kingdom's development.
It is in continuation of this guidance, and in a spirit of complementarity with the institutions responsible for it, that the initiative of the Moroccan Diaspora Network.

It is with pride and humility that Moroccans of the World offer to His Majesty King Mohammed VI, may God assist him, the fruit of this collective reflection, as a living testimony of their unwavering attachment to the Nation and their commitment to serving its influence.
All around the world, millions of Moroccans carry within them the soul of a Nation. They build, innovate, undertake and succeed, driven by a deep attachment to their country and by the conviction that each of their achievements contributes to the Kingdom's influence. Wherever they live, Morocco remains an identity, a loyalty and a responsibility deeply rooted in their hearts.
It is this conviction that led to the creation of the Moroccan Diaspora Network, with a clear ambition: to bring together the expertise, experience and talents of our diaspora in order to put them, with humility and a sense of responsibility, at the service of the Kingdom.
The choice to present twenty-seven flagship projects is no coincidence. It pays tribute to the 27 years of the reign of His Majesty King Mohammed VI, may God assist him, years marked by deep reforms and an ambitious vision that has accompanied the economic, social, scientific, cultural and human transformation of the Kingdom.
Inspired by this momentum and by the essential place His Majesty gives to Moroccans of the World, we wanted each of these projects to be a concrete, useful contribution turned toward the future, in line with Morocco's great ambitions for the horizon of 2030-2035, both the fruit of a royal vision that has transformed the country, and the expression of the diaspora's will to bring, in turn, its expertise and commitment.
May this White Paper, the fruit of collective reflection, help support the Kingdom's great undertakings under the high impetus of His Majesty King Mohammed VI, may God assist him.
This text is carried by the coordination committee, on behalf of more than 400 Moroccans of the World, experts, talents and contributors who took part in the reflection and drafting of this White Paper.

White Paper of Expertise

Dear members, Moroccan women and men of the World
We warmly thank all the participants in the White Paper for the extraordinary work accomplished, and above all for their mobilization, commitment and the precious time devoted to carrying out this collective project.
Where do things stand?
We have called on several influential political and economic figures to form a reading committee of about ten members. Its mission: to review, enrich and validate the White Paper before its submission to the Royal Cabinet, scheduled for September 15.
And after that?
One week after submission to the Royal Cabinet, the White Paper will be published online on the platform, in digital format. Copies will also be distributed to all members, so that everyone can keep this document as a memento of our collective contribution.
It is also on this occasion that we will announce the date of the grand Gala dedicated to this event.
Once again, thank you to everyone for your mobilization, availability and commitment.
This White Paper is above all the fruit of a tremendous collective effort.
